You referenced the wrong government agency. It's the NTSB, not the FAA who wants to record the interview.

I'm curious how you think that transcript of the interview is produced. Do you think there is a stenographer sitting in the room like in a court of law?
There's usually a tape recorder sitting on the table and the tape is later converted to a transcript. That's the way it's been done for the last 30 years.
In the end the government will do far less damage to these pilots career than the ignorance that gets passed off as good advice in the crew rooms and message boards.

The first NTSB interview I participated in 20 or so years ago they used a small handheld tape recorder.
The last NTSB interview I participated in 10 or so years ago they used a small handheld digital recorder.
This situation is unique. They usually don't have to compel a crew under penalty of law for an interview on a runway incursion. Considering how many lawyers will be in the room and tense everything will be now I doubt they'll use a handheld recorder this time. You're right. There'll be a stenographer in the room.
