I'm thinking the only way to level they field is:
Own airline
Wholly owned
Other airlines
Otherwise you get too deep in the mud on who flies what livery, who bought/leased what airframe, on what cert, etc.

lol okay well those two things can’t exist simultaneously so something is being left out.
Here’s the facts. All cass approved, non-wholly owned reciprocal agreement carriers are in the same category currently. That means Mesa and RAH too. If you get what you’re asking for, an increase in priority, then by simple logic you’d have to move above Mesa. If I’m missing something feel free to expand beyond simply saying “no”.
