Not true. I know two ANG tanker dudes in the same unit who got invites last Spring within days of each other. One got hired and the other passed on the offer because he had a class date with another legacy. Both were around the 2,500-3,000 TT mark. One was an IP and the other a straight up AC. Neither had a substantial amount of civ time.

2500+ Guard time is a lot of time at the squadron without any other civilian time. AMC seems busy with opportunities for extra flying everywhere. I've heard of 400 hours/year at some places. Alas - not a time building gig.

I have definitely heard of heavy Guard guys/gals getting calls.

I got hired and know of a few others with just AC time in a heavy (I had about 1200 SIC/600 PIC in KC) and about 1000 hrs IP in T-6. Had about 3000 total and no real civilian hours or prior 121 either. Born and raised guard/Reserve baby.
