Xtra Airlines sold all of it’s fleet a couple years ago except 1 737 to sell the certificate. The pay scale on APC is very old and irrelevant. The certificate was aquired and will be used to launch the new startup. The pay will be competitive with most ULCC/LCC’s, ie start at 200/hr year 1 or 2 street CA and top out at 270/hr.
This remains to be seen.

Haha, those pay numbers were made up by me. However I did talk to somebody who works there and I asked about the pay. Couldn't get any specifics but I asked if it would be inline with legacy, answer was no. Similar to charter pay? Higher, competitive with LCC's was the answer. Was also told pilot interviews will begin in late August (few months from now), with initial plans to hire 3 classes of 20. We'll find out shortly if that holds up but you heard it here first.

I remember when the new Eastern Airlines was the next rocket ship.

The common opinion of that startup in 2000 out of JFK was that it would fail. Only regional and furloughed guys would dare waste their time there. Now they're on the top of JetBlue's seniority list. Skybus out of Columbus on the otherhand had more financial startup capital than JetBlue. One would have assumed that they would have had a better chance of success.
What I'm getting at is, that it's nearly impossible to predict the future of a startup without having inside information. Even then, outside forces can make or break any plan.

I can think of about a dozen startups that started and failed in the last 15 years... many of which had very low labor costs. Those days are over.
Hooters Air, Skybus, both JFK-LHR startups that were all business class (forgot their names), etc etc etc.
I can think of three that made it... Virgin America, Allegiant and JetBlue. All three began when the majors weren’t hiring
Now that isn’t a complete list by any means but I think any startup will have a very hard time attracting anyone to go there. All majors and LCCs are hiring (except Allegiant) and it’s likely a 3/1 shot you still have a job after a couple years.
Moxy has a chance IMO but the rest don’t.

The new Xtra will have nothing to do with Swift. The Xtra owner, very intelligently, didn't sell the certificate that allows for scheduled flights and 45 planes I believe. If they get 100mil behind this they could beat moxy to it. Some competition wouldn't be bad for the industry.
