As long as I've been here, that's been the norm. Don't expect it to change. Under normal staffing levels, you will get denied. The vacancy is to maintain that level of staffing, not improve it. Again, don't expect it to change.

It's for 10 CA seats... with no "max backfill" limits, it should mean 10 upgrades after all the domicile moves are made. Where those 10 CA UGs end up initially will depend on what everyone's preferences are and who moves where.

Had a MKE mechanic tell me they were planning on taking 10 planes to the desert this year... or was it 6... he couldn't remember.
That had me thinking that upgrades would stagnate to match aircraft attrition over the year. He had no idea about the limitation with -701 FCC computers added to our FCM.
