The only reason the C-17 crash was caught on tape is because they were practicing for an airshow. They had a professional camera crew filming them so they could review the show routine.
Air Force (and all other towers, to my knowledge) do not have video cameras.
I was under the impression that those towers had video recording of some sort, and that field operations were recorded for events such as this. I remember the Tradewinds 747 runway overshoot in Colombia was caught by some form of tower/security camera, and I thought the C-17 crash was the same deal.
But apparently I stand corrected.
